Extortion threat to VKV principal: Police achieves a breakthrough
ITANAGAR, Mar 4: The Papum Pare police has achieved a major breakthrough in the extortion case related to principal of VKV Balijan School. Police have arrested one person namely Rocky Basumatary in this regard and are looking for another person Dayal Basumatary.
SP Papum Pare Nabam Gungte in a release informed that police used mobile trackers to crack this case. “The caller was tracked and located to Simaluguri in Assam. Later they were identified and taken into custody. On subsequent interrogation at a certain point accused Rocky Basumatary admitted that he is the person who made threat calls. Also to misguide police, he had lodged false information of losing his mobile and SIM at Gohpur Police Station. He used the same SIM card to make extortion calls,” informed SP. Further he added, “The mobile set and SIM was recovered from Vikrampur village where it was hidden by Rocky Basumatary. Further Rocky disclosed that during the month of January one NDFB cadre namely Dayal Basumatary of his village hatched the plan to make extortion calls. Dayal gave the mobile number of principal and that’s how he started giving extortion calls.”
The Papum Pare police had swung into action after a case (PS Case No. 01/13 U/S 385/506 IPC) was lodged on 15/02/13 on receiving an information from Principal VKV Balijan that he had received extortion notice through voice and SMS call for a sum of Rs. 5 lakhs from an unidentified person claiming himself as NDFB cadre. The person had threatened Principal VKV Balijan of dire consequences if he fails to pay the ransom amount within the stipulated time. After the threat calls, panic situation prevailed among school staff, teachers, students, guardians and public of Balijan. In the meanwhile the Principal of VKV Balijan left for his home town and guardians started to withdraw students from school on security ground while simultaneously they demanded governments special attention into the matter.
The Papum Pare police had constituted a special investigation team under the leadership of Inspector G. Dutta of S.P Office, Yupia alongwith SI T. Rukh, ASI A. Bharali and Police Jawans. Police also deployed one section of IRBn at the school. The district Police is carrying out investigation to find out any other involvement in the case. However the cracking of case has given a sigh of relief to the public of area along with parents and teaching staff of VKV Balijan.

ITANAGAR, Mar 4: The Bharatiya Janata Party (BJP) from seven Northeastern states, including Arunachal Pradesh, today staged dharna at Jantar Mantar, New Dehli demanding Centre to take urgent steps to stop illegal immigration from Bangladesh and CBI inquiry into the recent violence in Rabha Hasong areas.

Sarbananda Sonowal, President, BJP Assam said, “Nearly 20 people were killed in recent violence in Rabha Hasong Autonomous Council areas, and a CBI inquiry should be conducted to find out and arrest those behind it”.
He also said the proposed move to hand over a portion of Assam's land to Bangladesh under an agreement signed by New Delhi with Dhaka should be stopped. "The work on updation of the National Register of Citizens should be started immediately and completed within a specific time frame. The Central government should declare floods/erosion in Assam as a national problem," he said.
Addressing the protesting members, National BJP president Rajnath Singh assured that party would raise the issues of NE states in the Parliament as well as other appropriate forums. The BJP president also reiterated Party’s commitment for strengthening the social and emotional relations with the people of the NE states.
“The ground level situations and the core sentiments of our brothers and sisters of NE States need to be properly understood and realized to address the problems,” Singh said.
The BJP President also expressed his happiness to see the BJP leaders from all the seven states sitting together for important issues like illegal Bangladeshi infiltration, external and internal security threats, demographic change etc.

Lazu elevated to EAC headquarters

Chief Minister Nabam Tuki accompanied by Rajya Sabha Member Mukut Mithi laid the foundation stone of the new EAC headquarters in presence of a beaming local legislator Yumsen Matey and Khonsa East MLA Kamthok Lowang.
‘Teshora’ (‘thank you’ in Ollo dialect) echoed the hills of this border hamlet amidst ‘thuds’ of traditional drums and ‘booms’ of country guns. The small festival ground was filled to the brim. Young and old – boys and girls – decorated to the hilt in traditional attires danced their heart out in tandem with hundreds of reverberating drums.
Congratulating the Ollos for coming together on a common platform for the first time to celebrate Worang, the Chief Minister wished them all on the occasion. He expressed optimism that the festival would be celebrated centrally for all times to come giving a platform for people from far flung villages to come together once a year and strengthen the bond of brotherhood and friendship.
He also congratulated the people of Lazu for getting a new EAC headquarters after a long time. With it, he hoped, development would usher in and change the very face of the region. “We have already sanctioned Rs 1 crore from SPA for establishment of an EAC office. If need be we will sanction more funds. What we want is a well planned office coming up that would serve its purpose by offering hassle free service to the locals,” Tuki said in his address.

Tuki asserted that the state government will do everything for development of the three districts – Tirap, Chanlang and Longding. In this regard, he informed that an additional allocation of Rs 5 crore has been released to the Department of Tirap, Changlang and Longding (DoTCL), which is headed by local MLA Yumsen Matey.
Reiterating that his government is taking utmost care for development of interior and border areas of the state, Tuki, however, admitted that the government alone cannot bring in development of the desired level.
“A single individual, even if he is the Chief Minister, cannot bring in development. Progress and peace will come only with our collective effort,” he said and called upon everyone to cooperate and contribute in their own way so that the dream of a developed Arunachal could be attained soon in the coming years.
Highlighting the commitment of the government to provide employment avenues to at least one lakh youths in the next five years, Tuki announced that by March 31 next, at least 1500 youths would be engaged in gainful employments.
“In such a short span of 1 year, we have succeeded to provide employment to 1500 youths. With your support we intend to fulfill our promise of employment to one lakh youths in the next five years,” he declared.
Earlier in his address, former Chief Minister and Pradesh Congress Committee Chief Mukut Mithi called for holistic progress of each and every community of the state but on their own terms.
“Development is compulsory but it should not be forced in such a way that the tribal communities lose their identity in the process,” he said taking cue from the Nehruvian policy on development of tribals.
In the same note, he however felt that development of border areas is a must both strategically and socially. As a contribution from his side for the development of Lazu circle, he announced a sum of Rs 10 lakh from his MPLAD fund for any feasible project that can be chalked out by the local leaders.
Local legislators Kamthok Lowang and Yumsen Matey also spoke on the occasion. Also present were APMD&TCL Chairman Techi Lama, deputy commissioner and superintendent of police, Tirap and Assam Riffles and CRPF commandants.

Five accused in Ramching murder case arrested

DAPOIRIJO, Mar 4: The five accused in Vijay Ramching murder case were arrested from Siyum village by Daporijo Police.
Acting on specific information, a joint team of Police and CRPF personnel under the supervision of Upper Subansiri Superintedent of Police (SP) SC Yadav conducted a search operation in Siyum village, which led to arrest of the five persons allegedly involved in the murder of Ramching.
All the arrested persons have been brought to Daporijo Police Station on Sunday evening. All the accused are from the same village.
The motive behind the murder is not yet known, IO of the case said.
The Daporijo SP has appreciated the villagers and GB for extending fullest cooperation in arresting the culprits.
Earlier, responding to a memorandum, Upper Subansiri Deputy Commissioner Tahang Taggu had given assurance to victim’s family to nab the culprit within or before seven days. Accordingly, the culprits were arrested on the fifth day of the murder.
Meanwhile, daily passenger vehicles to Siyum area and counter at New Market Daporijo were destroyed by miscreants today. Some persons were also seen preventing the passengers and other private vehicles from plying to Taliha area.
Many posters have been displayed everywhere in public area in the township demanding capital punishment for the murderer (s). Meanwhile, TCS appealed to the denizens to maintain peace and social harmony in the society.

Flying squad nabs two in Bomdila
ITANAGAR, Mar 4: In an attempt to check extortion activities in Bomdila town, the West Kameng district formed a police flying squad under SI Tayeng who visits various offices and market areas.
SP West Kameng Nupur Prasad informed that flying squad was formed because of repeated complains about extortion activities in and around Bomdila town.
“Today two extortionists namely Gaye Taniang (18 yrs) of village Pate Flago, Seppa and Deepak Pareng (18 yrs) of village Londa, Seppa, went to the shop of C S Traders at around 4.10 pm and demanded Rs. 25,000 cash. When shop owner refused to pay, the duo forcefully entered into shop, physically assaulted proprietor Prem Sagar Raut, threatened him and took away Rs. 900 from the cash box,” reported SP.
In the meanwhile, the flying squad, which was doing rounds, got the information and immediately swung into action and arrested the two accused. Both are students of BA first year of Bomdila College, and Gaye Taniang is Assistant Social Service Secretary of Bomdila College. A case under section 452/384/385/323/506/34 IPC has been registered at Bomdila PS.
“The aim of creation of police flying squad is to instill confidence into various office bearers and shopkeepers so that they can conduct their functioning fearlessly and thus help in maintenance of public order. It also sends a warning to those youths who are engaged in illegal activities that strict legal action will be taken against them,” said SP West Kameng. Meanwhile as a token of appreciation, SP added that SI Tayeng and his team will be suitably rewarded for this work.

Arunachal Mountaineering & Adventure Sports Association (AMASA) President Tsering Wange briefed about the programme and stated that altogether 160 college and university students from different parts of India are attending this adventure camp in four batches over a period of one month. He introduced his technical team which included training instructors Y Yongam from DS&YA Itanagar, D K Rai & D N Sherpa from HMI Darjeeling, P Boro & C Deka from Explorers Guwahati and S Lamu from AMASA Bomdila. K C Deori from NSS Regional Centre Guwahati, Ministry of Youth Affairs & Sports Govt of India also addressed the gathering. He said that the scheme was sponsored by the Union Government to promote adventure activities in the remote areas of North Eastern region with the motto ‘Adventure to the Paradise Unexplored’. Ering plays unity card for long term development
PASIGHAT, Mar 4: Unity and harmony can bring long term development, said Union Minister Ninong Ering today.
Addressing the people of Mane village, a remote village under Korang Circle, the minister informed that the UPA Government at center was ever ready to provide all possible help to develop our Arunachal Pradesh. However due to non furnishing of utilization certificates of projects in time, the subsequent installment of funds get delayed.
He urged all executing agencies to furnish the UCs in time to tide over this problem.
While sympathizing with the people of the area for the devastation caused by flood in the last monsoon, the minister sanctioned Rs five lakh each for Mane and Lipin villages for immediate flood protection works from his MPLAD.
Replying to the memorandum submitted by the villagers for development of a school at Mane and Lipin, Ering assured to provide Rs 20 lakh each for the purpose from Multi Sectoral Development Program (MSDP). He also assured that he will take up with the state and central governments for long term flood control works in the area.
Earlier, while interacting with the villagers of Kora village, the minister came to know about acute shortage of drinking water.
Ering instructed the concerned department to prepare a scheme under Model Village Lift Water Supply which will provide water for drinking, irrigation and power supply through solar power for which he will allot Rs 60 lakhs.
D Padung, EE (WRD) informed that long term flood protection works survey and investigation under basic concept scheme will be undertaken and assured to provide fifteen rolls of phase wire for immediate protection works.
Okom Siram EE (Power) said that effort is being taken into for immediate mitigation of the power problem of the village. He informed that FDR for the purpose have already been submitted.

CM gives priority to rubber cultivation in state

In a complaint lodged with the DC, the BJP leader said that the DRDA PD had collected fees from information seekers under RTI Act and deposited it in a SBI account in the name of DRDA instead of depositing it under head of account “0070 Other Administrative service”.
It is worth mentioning here that Sono had sought information from PIO/PD regarding implementation of BADP/MGNREGA under East Kameng DRDA during 2009 to 2011. While responding to the RTI applications the DRDA PD in its letter dated May 19, 2011 asked the BJP leader to deposit an amount of over Rs four lakh in a SBI account being the cost of documents to be furnished under RTI Act 2005 “in stead of asking him to deposit the amount under head of account 0070 OAS.”
On the other hand, the Arunachal Pradesh Information Commission in its letter written on August 17, 2012 to East Kameng DRDA PD said that it was a gross violation of the provision of the RTI Act 2005 and directed the PD to deposit all the fees collected from RTI information seekers to the head of account 0070 other administrative services in favour of the register, APIC within a month and to abide by the provision of RTI Act and Govt order issued from time to time.

ITANAGAR, Mar 4: Itanagar Diocesian Empowerment Association (IDEA) in collaboration with Krishi Vigyan Kendra, Nirjuli and Caritas India conducted training on organic farming at Holy Trinity Ashram, Banderdewa on March 2.
The main resource person of the training Tadang Meena, Subject Matter Specialist in Agronomy from Krishi Vigyan Kendra, Nirjuli explained in details about vermin compost, organic manure, vermin culture, use of local plant based pesticides and input production, marketing and distribution. She also explained about making ‘contour line’ in Jhum cultivation and plant trees in order to prevent soil erosion.
She also gave details about the importance of planting “Dhaincha” instead of using the urea and “Azolla” as manure for paddy cultivation.

Sensitization training prog on RTI Act gets underway
ITANAGAR, Mar 4: A three days sensitization Training Programe on RTI Act 2005 got underway today at administrative training institute Naharlagun for the officials holding the charge of public information officer (PIO) of civil secretariat and other heads of department including the state legislative assembly. The programe was inaugurated by Chief Information Commissioner Y.D Thongchi as chief guest today.
Addressing the participants, Thongchi informed that the Supreme Court had ruled all RTI hearing should be done by two men bench of which one should be from law background having minimum of 20 years experience as law practitioner. He further added due this order all RTI hearing had been suspended for time being till the appointment of information commissioner from law background.
Clarifying its stand, he said, “ it is wrong notion of people that all RTI hearings are being suspended just to avoid RTI complaints, rather the state information commission is abiding the judgment of the Supreme Court. Earlier director (training) Pema Tshetan pointed out that ATI have undertaken extensive RTI sensitization programme throughout the state over the years.

ANSU for secured future of students
ITANAGAR, Mar 4: The All Nyishi Students’ Union (ANSU) has expressed serious concern over future of those students, who were deprived from writing their CBSE Class X examinations, 2013 though no faults of their own.
Students from various schools of Arunachal Pradesh, including Government Secondary School Rajiv Gandhi University, Rono Hills and Government secondary school, Joram have been deprived from writing their examination due to mistake done by school authority while filling up examination forms, ANSU said in a release. The students were unable to concentrate in their study as they were in confused state whether they will get chance to sit in examination or not and whether CBSE will recognize their pass certificates after examination? , the release said.
ANSU urged the Director of Secondary Education, Government of Arunachal Pradesh to make immediate clarifications about the examination date and its term and condition as per the latest guideline of CBSE so that deprived students can concentrate in their study for examination.
It also demanded the Director of Secondary Education to conduct yearly refresher course for teachers to update teaching techniques, methods and knowledge on latest guideline of CBSE.

Aromatic rice may cut arsenic risk
Aromatic rice from Bangladesh's Sylhet region may be safer to eat than other varieties as they contain less arsenic, a study reveals.
Varieties of aromatic rice also contain higher concentrations of essential nutrients, according to researchers, whose findings have been published in Biomedical Spectroscopy and Imaging.
They estimate that a person could reduce their intake of toxic arsenic by up to almost
70 per cent and increase the intake of two essential nutrients which they mainly
get from rice -
Around 70 million people living in Bangladesh are exposed to arsenic because of the contamination of groundwater used for drinking and irrigation.
Arsenic has been found in groundwater in the country at concentrations up to six times higher than the 50 parts per billion the WHO recommends as the maximum safe value for human consumption.
Chronic exposure to the element can cause multiple organ cancer.
The study suggests that aromatic varieties could be a healthier alternative to non-
